California’s 2026 E-Bike and E-Moto Law Updates You Should Know

California’s 2026 E-Bike and E-Moto Law UpdatesIf you ride an electric bike or electric motorcycle in California, or you have a teen who does, as of January 1, 2026, there are two new laws worth knowing: AB 544 and SB 586. Keep reading for an overview of these new laws and to understand how they may affect you. 

AB 544: A rear red reflector or rear light is now required on e-bikes at all hours

If you ride an electric bicycle (e-bike), AB 544 is the one to remember. The law requires an e- bike, during all hours, to have either:

  • A rear red reflector, or
  • A solid or flashing rear red light with a built in reflector

 

It also sets a visibility standard: the rear reflector or light must be visible from 500 feet to the rear when illuminated by vehicle high beams.

This is a practical shift for everyday riders because the rule is not framed as “night riding only.” It is about rear visibility and safer riding habits anytime you are on the road, even for quick daytime trips.

A note for parents and teen riders

AB 544 also ties into how certain helmet violations for minors can be handled. If an e bike is involved, proof of completing a specialized e bike safety course can be used as part of satisfying the safety course requirement in that process, including a program developed by CHP.

SB 586: Off highway electric motorcycles are treated like OHVs

SB 586 focuses on “off highway electric motorcycles,” commonly referred to as e-Motos. It defines an “off-highway electric motorcycle” (e-Moto) as a two-wheeled vehicle designed for off-highway use, powered by an electric motor, with handlebars and a straddle seat, and manufactured without pedals.

  • Registration Requirements: CA law now classifies eMotos as off-highway motor vehicles (OHVs), requiring them to display a California Green Sticker (identification plate) from the DMV for legal use on public lands.

Quick checklist you can do today

  1. Check your e bike’s rear setup: reflector or rear red light plus reflector.
  2. If your household has teen riders, review local e-bike safety course options.
  3. If you ride an eMoto off road, review the updated OHV guidance for your vehicle type.
